Hide "Build Scenario" menu item on left sidebar #100

Hide the menu item "Build Scenario".

Add 2 submenu items to "Scenarios" menu item"

  1. "Build Scenario" (This menu item should link to the current "Build Scenario" page)
  2. "View/Edit Scenario" (This menu item should link to the current "Scenarios" page)

The submenu items should be viewable with the toggle of the new "Build Scenario" menu button (like the Explore button works now with the three submenu items)
