Create an optimization engine for EPIC #134

Design a mechanism where users can select personal preferences for optimizing choice selection. This could include things like:

  1. Lowest education costs
  2. Highest income occupations
  3. Largest enrollment
  4. Highest graduation rate
  5. Highest acceptance rate
  6. Shortest time to graduation
  7. Multi-stage lowest cost (Assoc degree at local CC, Bachelors at instate school, etc)
