R23 R24: rename QNLM to "Laoshan Laboratory" #63

Message from Zenghong on 2023-05-31 Because the manufacturer of deep XUANWU float has been renamed from QNLM to "Laoshan Laboratory", please revise the file format checker to permit the submission of the data from our new XUANWU floats.

Remark : in the NetCDF metadata file platform_maker is "LAOSHAN LABORATORY" with a blank separator. The blank separator is not allowed by the format checker. Can you use :

PLATFORM_MAKER = "LaoshanLaboratory" ;
