We have raised this with the SeaVox governance group as well as MarineRegions. It has been agreed that we will rename the current Arctic Ocean sub-region to 'Central Arctic Ocean' in the shapefile. We will then add this as a new entry to C19, and create a mapping with the original entry.
The Arctic Ocean as a region encompassing all other subregions currently appears in C19 as part of the SeaVoX Salt and Fresh Water Body Gazetteer, available from Marineregions.org: https://vocab.nerc.ac.uk/collection/C19/current/9/
The Arctic Ocean is also represented as a subregion in SeaVox, but this does not appear separately in C19. The subregion and region are both called 'Arctic Ocean', so there is currently no clear distinction between the two.
We have had a request from the ICES Working Group on the Integrated Assessment of the Central Arctic Ocean (WGICA) to change the name of the Arctic Ocean subregion to 'Central Arctic Ocean' to provide a distinction between this smaller area and the main Arctic Ocean region, and for this to be entered into C19 as:
