Migration of sea surface elevation parameter codes to the new P01 physical entity model #17

In order to migrate the terms to our new physical entity model, we first need to define the term "Surface elevation" in our parameter entity vocabulary (https://github.com/nvs-vocabs/S06/issues/6) and create records in the datum vocabulary (S20) for each sea surface elevation reference point.
Constraining the P01 preferred label against the new model will mean that the preferred label will change slightly from e.g.
"Surface elevation (UK Admiralty Chart Datum) of the water body by radar water level recorder" to "Surface elevation relative to UK Admiralty Chart Datum of the water body by radar water level recorder"
