Add in-game options #183

Perhaps a building where players can toggle various in-game options.

A list of ideas for options:

The -aura command (not sure if this even needed anymore).
Auto-selection behavior #148
The ability to see tags in names (name spoofing) #210

Maybe let the game automatically -zoom 3000 that is overall a good view but can be retyped to -zoom 3??? and for players who prefer no zoom can just scroll in to lose the -zoom 3000 effect. Either way is fine but I'm Lazy (LOL).

The idea is for various options to persist between games. So, for example, it would just remember your previous -zoom value. As far as the default zoom, this will always be the default Warcraft III zoom. There is no sense using a different default, as it might throw new players.
