Improve behavior when there are observers/referees

These are the noticed issues:

• The first observer/referee has their name changed to 'Gems not in play'.
• The color of the 'Gems not in play' player seems to vary.

These are probably related to using Player (9) to shift buildings that are not in play. It may be better to shift to the passive computer.
