Allow building during the level #491

Transparent not yet in play buildings. Next round starts immediately after last monster is dead or when the building is selected, whichever comes first.

The name of the Game is Gem TD, not Rush Hour and too fast so I vote not! Kinda makes it not fun also!

These issues are more or less just reminders for myself of ideas that I or someone else has suggested. Not all get implemented. However, a number of players are interested in something such as this.
