Brief research shows that there is a maximum number of tiles that can be loaded at a time. I believe this is 16. Only a restart of the map can clear these. However, if Gem were to smartly utilize tiles, it could be possible to support multiple terrains by having a core set and selectable sets. Of course, once 16 tiles are loaded additional ones would amount to nothing. But this could be detected and the player informed. In short, first come first serve.
The number of tiles listed in the W3E would need to be kept to a minimum. Still, further behavior needs to be explored. Can terrain tiles be changed locally? This would allow each player to see things as they would prefer across the map.
