Allow import directly from git rep #30

Update the default setup.py to support usage of extensions directly from the GitHub repo without installing the extension yet. This is useful during development.

@oruebel I committed some changes to your PR to: 1) change 'ndx_icephys_meta_specpath' -> cookiecutter template 2) break up '../../../spec' into separate path segments 3) change argument indenting, which will comply with flake8 regardless of the templated variable name length
