Average DMR rates for bottom trawl vessels with 25% review. These DMR's should be used as a starting point until enough data is collected under EM. If a vessel is not in this list the default DMR should be .9 (max rate).

If the catchHandlingPerformance = 2 (has issues), the DMR is set to 90% and time on deck is ignored. This is how it is currently handled in the EFP.
