fishery errror in API load #2364

@sethgerou-noaa when loading logbook data via the api, an error was returned saying there was an invalid "fishery". the error was requiring the fisherySector value instead of fishery.

logbooks should be fishery = "Electronic Monitoring EFP" not "Shoreside Hake"
