once logbook is graded, if the review is partial, the logbook is used to populate the IFQTripReporting section of the trip-expansions doc. The minimal-trip-expansions doc should not have IFQTripReporting section populated.

If the review is complete + trip passes, use logbook data to populate IFQTripReporting. If the review is complete + trip fails, use review data to populate IFQTripReporting.
