Catch submission page stuff: I can also do additional red highlighting for fields in catch submission

consider pop up for failure that just says notes at bottom of page about why failure happened.

This is not super straightforward to implement. It will really make the code messy. Will instead try and improve warnings.

So ended up doing a big warnings improvement for this whole page. It now has an informative message for any error, and passes on the DB error as well.

Moved other fixes to other issue.
