research catch lock down permits #48

Add a button to add year to lock list, and when locked, users cannot re-submit catch data or permit data. Will put up popup letting users know about this, and to contact kate and kayleigh directly if they have changes.

Got the page setup for this, catch submisison has a note instead of regular content. Now need to do back end, add DB table, and addition to managment page for Kate and Kayleigh to add years to lock table.

Note: can expand the usability on this if the minimum version I've added isn't enough. Not really sure if Kate and Kayleigh will need additional control over this.
