I'm not exactly sure why we need api_version in fluidsynth.py, but I updated that and the version string in setup.py to version 1.3.0

@albedozero I'd appreciate it if you documented your recent changes in the changelog, then I can push the package to pypi.

@albedozero I just cut&pasted your changelog from the main python file to the changelog file. Pending your review, I'll publish to PyPI
