This is a bug in cgminer, not bfgminer or MultiMiner. Use a version of cgminer newer than 3.9 for this to be fixed.
My cant seem to get his multiminer app working wont detect his cpu he installed latest drivers and and intel sdk opencl but it still wont detect why?

Because mining software doesn't support CPUs out of the box. That is abused by malware authors.

but bitminter recognises it and i have intel core i5 with nvidia gt540m works fine not fast but works

No, recent versions of BitMinter also removed CPU mining.
Additionally CPU mining may work, but it is worthless at this point. If you are getting, say, 25 Kh/s from your CPU mining LTC, and you pay $0.10 in electricity, you are losing money mining with your CPU.
currect ver 1.43 wont accept but ver1.42 it works fine and its getting more than 25kh/s when my friend come online ill ask what hes getting in bitminter but he will be using multi miner when his antminers arrive in a week or 2 hes very new tomining thx for responses anyway will the minggw work with his cpu?

No other miners support CPU mining. That includes BitMinter.
CPU mining is abused by malware and virus authors, so miner authors do not make it available.

When I connect cgminer to the proxy, the difficulty stays at zero and there are many hardware errors. Also the hash rate is reported as in the GH/s range when it's really in the KH/s range.
invalid nonce count - HW error
I tried both getwork and stratum proxy with the same result.
