fixed installation issue for mesa-7503 #5

declarations now comply with format in mesa/include/num_fcn.dek

Alex this is great. One question: do you know if this will break compilation with earlier versions of MESA?

Yes, I think it will break with earlier versions. The declarations in dStar (for the function we send to dop853) will not agree with the interface, which in this case is the num_fcn.dek file.
