Add permissions to GitHub Actions deploy_tre_no_e2e.yml #31

Github action https://github.com/nwsde/nwsde-azuretre/actions/workflows/deploy_tre_no_e2e.yml requires workflow permissions adding. These have been added for existing GitHub action workflow scripts, however since this is a custom NWSDE one, this requires adding manually.
