Change .esapi property file folder to esapi #164

 1) By default, we will deploy ESAPI properties files in a folder called "esapi" instead of ".esapi" (for both unit tests and base code)
 2) We are still going to provide support for looking in the ".esapi" folder still - so folks can add this layer of obscurity if they choose.
 3) We document this carefully
