PAL mode and custom speed #150

If I set a tune to be in PAL region, and when exporting .nes format in PAL mode, the tempo is not correct, for example at 150 bpm in famitracker, it will replay slower in emulator (fceux, pal mode enabled, or on real hardware with everdrive N8 cardridge)

If I set the tune to use a custom speed of 50 Hz instead of default, then the speed is correctly rendered in emulator or hardware. PAL should be 50 Hz shouldn't it? Then default or a custom speed of 50 Hz should hear the same.

I am not actively developing j0CC, do not use PAL, and will probably not be investigating this issue. If you know how to program and can fix the issue, you can submit a pull request.
