Issue transfer from https://github.com/Floorp-Projects/Floorp/issues/1221 Originally from Reddit/Floorp not loading side panel icons

It seems good if there are two option.

[ ] Get icon from favicon.ico in specific type of url
[ ] Custom icon with file selecting

There are temporary fix with userChromeCSS for Floorp 11. Please check Reddit/Floorp not loading side panel icons/comment Thank you for aminought!
