I think you could accomplish this without the complicated logic of a sliding scale. Active disinterest as you stated I like, hitlist like you said for things you really want to gun for (not sure what you envision for separate tracking but I could see this bumping up in suggestions when that person is included in a what to play search), and then a MEH - the I'm not actively looking to play this but if you need players I like it well enough.
There's at least one more category: I'm not leading the charge on this game, but if it gets played let me know.
Commenting here so I remember to put it in later. If we do get notifications up and running and we add this category, that would be a super valuable notification to hit a button when you say I'm going to play this game if you select it from the what should we play screen... Similarly, from the who else is interested, let people know you're going to play it. Give them the ability to put a location, ie "main hall p4"

There's several suggestions along the lines of "degree of interest" - these may all be the same thing, or different.
Active disinterest: don't show me this game in this event. Maybe also exclude this from suggestions for a group I'm in?
Hitlist: I really want to play this game. Let me track it separately
Interest on a scale: I'm a 1 on this: I'll pull it in if other people are interested, but don't suggest it just for me. I'm a 10: OMFG put it on all the lists.
