set the bill-id parameter #16

The code checks for a bill-id GET parameter when loading the page to specify a default bill to load up. This enables link sharing.

When the user requests a new bill number we should somehow set this bill-id in the URL for later. It might also be a good idea to add a perma-link button to the interface.
