Clean text before diffing #6

In the bill text, the diffs will be a lot more useful if we can strip out the line numbers and page breaks before doing our diff. The line numbers will be easy since they are a fixed width distance from the start of the line.

we have regex to strip white space along with numbers, but we have yet to implement the text transformations
