Reject the right things #4

We want to straight-up reject people who submit as the same people in the same buildings. I think we already do this invisibly to protect identities.

It's probably fine to return a more specific error. I doubt that doxing is a real issue here. Just return a "you already exist" message.

I think current consensus on this is that we will accept their submission and silently drop it if it is the same.
