This PR adds a GH action which deploys the site to GitHub pages
Moving the site to GH Pages increases transparency and and accessibility to new volunteers, and will have no impact on users of the site, or on volunteer edits to the site content.
This also enables integration of the map with MeshDB in preparation for launch
