DSpace behaviour around embargoed items

We need to determine whether all DSpace items can remain visible regardless of embargo or restricted RW access in bitstreams.

If they can remain visible we can:

• include functionality which picks out items with the "Not electronically available" value in the fs.embargotype field
• indicate to the user that the item is not electronically available
• give the user info on how to get hold of them

For attachments with restricted RW access we should also indicate to the user why they cant have access.

Is this requirement still valid, now that we no longer have the "Not electronically available" embargo option?
