If we allow the invest token to remove coins as well (which does not make the game more complicated), you allow for a scorched earth strategy. This would basically be a counter to the raid strategy.
I think we should allow this. Since the invest token resolves before the attacks, you could clear your region before an attack comes in. Of course, if the attack does not come, you just burned your own region.
It makes the game a little richer, for zero cost in complexity, I think.
