Train less units not possible

Current rules basically say you're not allowed to train less on a strategic city. Maybe take over the 'muster points' idea of game of thrones, which would also simplify explaining training in the rules (instead of having to list every possible option). People don't remember a list of possibilities, but do remember a simple rule.

Simply say that you are allowed to replace the army in a country by an army with a cost of 1 more in non-starred regions, and 2 more in starred regions. This way, people can add, upgrade infantry->artillery and downgrade artillery->infantry their army.

I think I would forget this is allowed until someone else uses it against me because it's unintuitive.

It's not like it will severely hurt another player, or hurt when you don't think about it. It's not like forgetting to retreat or something.

I feel strongly about not allowing downgrades:

• Upgrading units has many precedents in computer and board games. Downgrading doesn't.
• I personally find it unintuitive and I'd likely forget about it even if it was explained to me before the game
• It makes Alliances even more complicated. Example: As last move of the turn, you invade a region with a recruit with two artillery, you then downgrade the artilleries to infantry for holding on to the territory the next turn.
