@317070 will have to approve this. I think this is a complexity increase that will not help the underlying problem of catching up.

I will try to prove this: Both recruiting and getting points helps you win. The winning player has more regions and can thus make more positive choices than the losing player. You could argue the power of a strategic region is reduced compared to non-strategic regions, but that doesn't make the game less exponential or make it easier to catch up.

I would say yes? I would add one for now, and remove it if we see it is not used except by the player already winning. It is easier to test that way than the other way around.

That's the thing, it does. The game is indeed still exponential, but having an additional strategic city compared to the enemy was even more so. Reducing the benefit of that city (and meanwhile introducing another rock-paper-scissors decision) will make it less of a certain advantage to the enemy.
