Just jotting down some vague ideas of which I don't know if and what they fix:

point increment by only one, based on having more starred cities than the opposing team
turns during battle decided by somehow making use of the region-cards
2 recruit everywhere, but always 1 recruit strategic region even if not playing recruit token.
