I actually object to that. For first time play, I would use dumbed down scenarios, but not dumbed down rules. You create wrong patterns when playing with simplified rules.
I dont know many complex games where they have them, and where they are actually useful. In for example Terra Mystica, they advice only to use a couple of easy civilizations. In Game of Thrones to ignore the 'wildling attack' cards. So these simplify the game, without sacrificing on the core mechanics.
In our case, we cut out all the non-core mechanics. I would start with a default scenario for example (and not a random draft if we ever do those). Other than that, I think our game has a pretty good ramp-up anyway. So you can learn by doing. As long as you don't trench on the first turn, there is not a whole lot you can do wrong.
