You seem to mean something almost exactly the same as GoT.
This could be fun and could be a nice way of making excess coins more valuable, but I'm not sure on the timing.
It was a suggestion by Robin, I did not even notice it was the same as in Game of thrones. Indeed, the timing is something we will need to consider. The most important part, is that we need to keep it obvious which is the order in which the move tokens are resolved.
-A suggestion- My suggestion, starting player is by default moved to the next player. At that point, someone can propose an unrefusable payment to that player in order to become start player. The only way this can be stopped, if he is outbid by another player. -Optional addition- When the highest bidder gets to be the start player, another player (like the original one) can outbid him even more. Now, the previously highest bidder gets the money instead of the original starting player.

I think this solves the wrong problem. In a 4 player game, you still have 75% chance of coming right after the player to the right and 75% chance of coming right before the player to the left.
If we'd do it like in GoT, we'd bid for all places, not only the first.
What if he can also choose whether clockwise or counterclockwise?
I think that's too arbitrary.
If anything, I'd like to go for something like GoT. Maybe pay the amount of occupied stars to initiate a bidding round?
Consensus: Every turn: closed-hand bid for start player. Winner pays the amount to bank. Winner chooses direction (clockwise/counterclockwise). In case of a tie, the previously first player wins. UK is first start player in the direction of Germany.
Right now, you need to attack who comes behind you in the clockwise direction. 3 out of 4 turns you will come before him. I would break this pattern by having a bidding process for player order. Details need to be worked out though.
