Idea: Allow recruit in surrounding sea (or land) #96

Undeveloped idea: When resolving a recruit token, allow units to be added/upgraded in adjacent sea regions (or maybe even land regions)

GoT allows the sea part of this, which could speed up the game, although it could also make it less forseeable.

Hmm, after giving it some thought. I think this would make the game less fun.
