handle more VPN status updates/events reported by deamon

add desktop notifications support

NOTE there is an upstream bug in tauri which cause notifications to be sent tagged as "Windows PowerShell" -> https://github.com/tauri-apps/tauri/issues/3700

dynamically request and handle system permissions (if not granted, desktop notification will be disabled as expected)
add in Settings a new menu item "Notifications" + its corresponding screen
add a switch to let the user enable/disable desktop notifications
show notifications on connection failed/connected/disconnected tunnel events
only show these notifications when window app is not focused/visible or user not on the Home screen
