As a ... developer I need ... a payment.feature file So that ... I can better understand how to test the RESTful API service.

Assumptions:

Acceptance Criteria:

Given ... a payment.feature file
When ... I want to see what features are available in my service
Then ... I can see what each feature does in the RESTful API.
