Updates for Summer 2023 Semester

Made the following updates:

• Changed the base development image to rofrano/nyu-devops-base:su23
• Update from nose to green
• Added black formatter to Dev Container environment
• Update all Docker images to Python 3.11
• Updated GitHub Action to use Python 3.11 and green
