Add all rights reserved option for patrons #178

We have an option for all coyprights held by a vendor but not patrons. This adds an all rights reserved option for patrons to use.

Discussed this today in the DLTS developers sprint meeting. The additional license cannot be added via a pull request. It will require work on the back-end and do this change (via invenio-cli tool). Leaving this open until we complete the task.

licenses can not be added using invenio-cli. See more here. There is a PR provided by Caltech which updates invenio-cli. We can either create a patch for invenio-cli or add it to ultraviolet-cli. Simple solution - update db and re-index but we need to map csv fields to json.
