Diagnosis and procedure codes are mixed #30

Due to the stripping of dots #28 diagnosis and procedure ICD9s cannot be distinguished from each other. This ends up with procedures having diagnosis descriptions.

45 is a step in the right direction for this. some cases cannot be solved due to wrong input into the database
