Some questions:

What is the meaning of the context ? It seems really hard to understand.
Who or what is SPM ?
What are those abreviations (MOA, SPM, CPM, ...) ?
Is there a way or place to give more context about these technical expression (funders, biders, ...) ?

In general developers need context to understand the meaning and the choices behind an issue or an epic.
