Maintenance task description

Version 0.4.0 of ANISE requires that Hifitime be released. This issue tracks that milestone: https://github.com/nyx-space/hifitime/milestone/14 .

Scope of work

Upon hifitime alpha being release, Cargo.toml must be updated to point to that released version.

Priority

High: impact ability to release.
