Rewrite nyxx_commander prefix handling #1

Is your feature request related to a problem? Please describe. Since message intent will be effective next year and will devs will be able to request it at the end of this year, commander should be rewritten to favor mention prefixes and custom prefixes handler because since message intent usage of text command will be discouraged.

Describe the solution you'd like Removed prefix parameter from constructor and allow only passing prefixHandler. There will be default implementation of handler that allows specifying mention, string prefix, and custom handlers will be still supported

Fixed on next branch. Will be closed after merging into dev
