Max uri length #25

I probably boned this up somewhere along the way because I'm awful w/ git, but I've merged in Phred's changes & fixed the test that broke. I also added tests for his maxurilength option & cleaned up the help output a touch.

Because I'm a moron this also includes some changes to the tests for my --skipmissing stuff, it's just renaming & moving them around a bit though.

Bah, this wasn't what I wanted either. Added my commit as a comment to #20 instead, not sure if that's helpful or not, but let's hope so.
