11aa: performance regression #21

Since my recent patches, test-038-11aa (10Mb/s target throughput) does not perform any better than test-041-11aa-high (50Mb/s). The low throughput test used to accomplish < 1% losses.

There was a problem while sliding the scoreboard, causing retransmission of all frames from the window, after fixing this the throughput test shows around 2% losses.

showing <1% losses except for occasional 9% spikes with 2b6e38a5e7ef521d2b852ad2168085b6aabbba6c
