Core: (in progress) Align mapping schemas with ubl and opentelemetry schemas #37

Jeff and Jason to agree to schemas for the OS stores.

Additionally, Jason will work to align the client side schema with the schema presented in https://github.com/open-telemetry/oteps/issues/169.

Can close if no further issues.
