Chrome Canary 64 has fiddled with how extension CSS is rendered to the client. While a fix was made for StravaKudos, we can approach it a bit nicer I think..

I've since skipped the CSS injection via content scripts, and now just baking it into a style tag directly. Closing this as it's no longer necessary.
