Improving the extraction of Coordinate reference system (CRS) (Vector and CSV files)
Implementation of 'bbox' checks (-90<Latitude values<90 and -180<longitud values <180)
"flip" bbox in cases were it is required (Lon/lat values flipped)
Properly closes issues #85 #90 #113 #24 (Test)
