One further thing: can you please add one more CSV file that actually uses ,, not ;.

The reason is of course not nicer viewing on GitHub, but that we should be able to handle different kinds of x-seperated-values - files. The Python API will help a lot with that.

This PR has become quite large, and leaving it open until we have implemented all the test will not be helpful, so..

The test are running, see https://travis-ci.org/o2r-project/geoextent/jobs/601549687?utm_medium=notification&utm_source=github_status

which is good, so we have failing tests we can implement against. Merging now.
