With o2r-muncher and o2r-loader depending on o2r-meta, it is useful to re-build the images of the microservices when there is a new version of meta. The easiest way to achieve this is to link the microservice's build to the build of another image on Docker Hub, so I will reactive the image building for o2r-meta on Docker Hub. This PR includes an improved Dockerfile and Documentation.

could you repose the PR to go into dev branch? because I need the direction of change go from dev to master always, especially since dev is ahead most of the time.
